I needed GR3.8 blocks so used gr_modtool to handle the conversion of XML to YML. I've also added a 3.8 grc file.

Believe this PR will address #15 and #21.

Can you please confirm you intended to close this without merging/including the gr3.8 updates?

EDIT: Just saw the comment on the related issue mentioning the grc branch.

Yep. I'll have the grc branch merged into master shortly. Mind giving it a try and seeing if it works for you? Mind the caveat about the symbol synchronizer -- will have to use maint-3.8 new enough to include commit 01cafa.
