[use case] Term for declaring privacy constraints #5

A privacy constraint declaration is important, considering the nature of clinical and personal information. DPV (https://www.w3.org/ns/dpv) is used across our model, but a term to indicate privacy constraints, with DPV terms, is optional but futuristic.

@nishad thank you for pointing to DPV. This is indeed a great suggestion. We are going to closely look at it.
