It sometimes would help to know how or where from BIT was installed from. I would add this info to the --diagnostics output.
--diagnostics
pacman -Qm backintime
apt-get policy backintime*
pip show backintime
pip list | grep backintime
pkg_ressources
For testing (because I am still unable to install Arch): https://www.osboxes.org/arch-linux/#arch-linux-2022-01-vbox
