Create a Gem for moq on RubyGems #266

Now with the nu project (http://github.com/drusellers/nu) its super easy to use 
gems for package management. Here is some more info on how to set this up:

very low priority for us right now, as most .net developers don't use ruby at 
all.

Doesn't have to do with using Ruby, just package management. In any event, I've 
created a Gem: http://rubygems.org/gems/moq
