Update base Upper Bound to 5 and Allow for Stack Use #2

I can remove stack stuff if you would prefer. However current base of 4.11.1 is outside context bounds presently.

Thanks. Does the version need to be bumped and uploaded to Hackage?

It would need to be for wider use.
