apply VPN to "hole" causes no routeable situation #4

This happens, while a running VPN service is replaced by a different "tun" interface of a second VPN service. The result is that the firewall & network rules are not correct.

  1. ensure apply can only happen while the old interface is down
  2. trigger firewall & network reload after changing
