Consider default values for Pepecoin to fix async tests

When running the integration test over PEPE regtest, there are errors like "amount value too small". Probably the defaults values for pepecoin differs from those used on Bitcoin and Litecoin.
Revisit the constants for PEPE on minimal non dust amount and dust relay fee, and related global parameters.
