Releases: add 0.21.1 #767

First commit drops links to the torrent (which hasn't been uploaded yet). It'll be a clean revert of just that commit when the torrent is added.

Second commit adds a short blog post and the verbatim release notes. Magnet link is commented out there until the torrent is available.

Should we mention that for this release, there will not be a codesigned windows installer?

@achow101 that probably should've been part of the release notes, but I can add something quick to the blog post. Gimme a minute.
