Change freenode to libera #778

Update website for the change of IRC servers. Change occurences of freenode in active (non-historical) documents to libera.chat. As libera has no official webchat, change the references to their main page for now.

https://libera.chat/guides/clients#connecting-without-installing-anything mentions https://kiwiirc.com/, though not an official webchat.

Ok, happy to replace the links if they offer anything like a direct link as freenode's webchat did. I've never used either freenode's webchat or kiwiirc so don't really have an opinion on the experience.

I'd personally prefer switching the current logging over to the new channel, to keep things clear-cut what channel to use. Fragmentation would be kind of bad (dev community fork risk ? :smile: ). So I don't think we need to keep bitcoin-core-dev presence on freenode at all.

Thus I plan to migrate my own bot (bitcoin-git, reporting git activity) completely.

While moving, maybe rename new channel s/#bitcoin-builds/#bitcoin-core-builds/ for clarity?

Jup, it seems that bitcoin-builds attracts quite a few unrelated general bitcoin questions, from my impression more than bitcoin-core-dev does.

After Freenode's antics this morning (e.g. stealing the channel and changing the topic), I do not think there is any need to wait anymore. Should be ready for merge.
