Add release pages for 22.1.

Binaries are now available & magnet link has been filled in.

I diffed both files with their 24.0.1 counterparts to check the boilerplate differs as expected (assuming 24.0.1 is correct).
I verified that the PRs mentioned in the release notes are in the 22.1 branch commit history (I didn't check the actual code).
I checked the grammar and spelling of new text (of which there isn't much).
I didn't verify the Credits list carefully, but I see the same names as I saw when checking the presence of PRs.
I didn't confirm the magnet link (don't know how to do that).
