Develop fee market for runners #15

A transaction runner should be able to specify what fees they want to charge during a mint, and provide some sort of collateral in xBTC to ensure the transactions are processed on the Stacks side.

Magic Bridge suppliers use a similar approach where the UI lets you select based on the available and online suppliers, and having this data sourced from a registry contract would be even better.

In addition to fees the runners could display their success rate in taking on and processing transactions.
