Admin Mine Block Action Block and Alert #37

May Fix #14

added Mine Block btn to admin page btn displays allert when treasury is low

I still need clarity on what mine-block function would do to trigger block mining

@mo-jaber I think this is ready for review.

I have added the mine block button mine blcok button displays an alert when the balance is low The admin page is now only visible to admin users

Mine Block button curently does nothing as we have said to pause on this first.
