Update the bitcoin-regtest-box README instructions to let people know we don't use these docker images anymore for BDK and I also include alternative instructions for how to test bdk and bdk-cli without docker.

After merging this PR I will also "Archive" this repository.

ACK. Yes it makes sense to deprecate the regtest-box.
