Hybrid TDOA broken #1375

According to this discussions it seems that the experimental hybrid TDOA doesn't seem to function properly: https://github.com/orgs/bitcraze/discussions/1316

This need to be verified and fixed if we can.

Since this is an experimental feature, it is not the highest priority issue. If anyone want to gather more information and look at it we can help investigate.
