Add a script to set TX power of anchors #39

It is not possible to set the transmit power of anchors in the config over USB/serial. There is a LPP packet though that the Crazyflie can send to configure the TX power. Add a script that utilises this packet to set the power in anchors with the Crazyflie as a bridge
