[Feature] Review and coalesce web stacks #51

Feature Description

Currently, the delegate page and landing page are split across repos and each has their corresponding web stack.

As part of our strategy to coalesce towards a unified web stack, determine next steps towards achieving a simplified tech stack, e.g., vue vs react, if mui, no react alone.
