Update cis194 course to the fall16 edition #133

I have seen the discussion here: https://github.com/bitemyapp/learnhaskell/issues/40 But it seems non relevant for the fall16 edition. The content seems similar but updated. And it has the added benefit of providing solutions to the homeworks.

I think I looked into the Fall '16 version and ruled it out before, but I'll take another look and consider it.

Looked again. It's closer to what I liked about Yorgey's course than the one that immediately followed Spring '13 but still off the mark. I will not accept merge requests changing the course recommendation to Fall '16.
