Description

PR includes a stable version of the bitfinex-api-py's documentation (v3-beta). PR also adds a lot of new content to the documentation and improves readability. README.md now contains everything users may need to start using v3.0.0b1.

Motivation and Context

Documentation was incomplete and not stable enough for release.

bitinex-api-py's documentation is now ready to help users take their first steps with v3.0.0b1.
