detect and save per-collection supportsWebPush and pushTopic to database
new collection fields in DB to store subscription URL (once it has been registered) and timestamp
UI: show Push support in collection info, if applicable

As soon as it's possible to create a subscription in Nextcloud, this will be addressed in another PR.
