Add brightness adjustment in percentage #9

This adds new action which can change light brightness in percents (brightness_step_pct) and exposes current brightness percentage as variable.

Does some of the things in #4

Can this be merged? :) Added it manually, it works fine.

This is merged and in the 3962 beta build
