BUG - Can only add 20 to 25 steps to a test case #66

Two users have reported only being able to add 20 - 25 steps to a test case.

Crikey, we should enforce a smaller maximum. :)

A user has also reported that if they hit this limit, they have copied the test case, deleted some steps, and they still can not add more steps.

I'm thinking about changing ranking gems.

I've started the move to acts_as_list (0.1.5). Schema migration done, basic model updates done. Must update the application now.
