Task Description T1 - not available T2 - available w/ policy and all T3 - available with delayed signing (inheritance)

SS cannot be created or will sign a transaction or enforce a policy or help recover if you are not on T2 or more, And it will not act as the inheritance key (delayed signing) if the T3 subscription is not valid
