Electrum Client: connection error over wifi #2821

Task Description The Electrum client connection is consistently failing over WiFi whereas works seamlessly over the mobile network.

For now, we've replaced all the non-responding public Electrum servers(during error scenarios) w/ the ones that respond relatively quickly.

Note: Wasn't able to figure out how to make the timeout deterministic in all cases.
