New CR:Transfer Policy

[ ] Remove transfer policy from wallet creation flow. This was relevant in the old app architecture. Leave it in the wallet settings only. @Raheel1258 Find design link in comment
[x] @pratyakxx If no vaults Transfer policy crash
[x] @pratyakxx There is no default TP for wallets unless set and so it should not be triggered or even checked for at any time when not set. -- This one will be moved to Transfer policy changes

When user sets it from settings, they should also be able to choose which vault it needs to transfer to.

The default policy while creating a hot wallet is still present. Not fixed yet. Verified on v 1.2.8(367)
