Import vault > Unkown Signer Health Check #4674

Describe the bug Incorrect flow / Missing functionality. Not able to do Health Check for unknown signers in a imported vault.

To Reproduce Steps to reproduce the behavior:

  1. Create a 2of3 in Sparrow. (One of the Keys is MK)
  2. Imported in Keeper
  3. Two of the signers are unknown.
  4. Trying to do Health Check for Unknown Key, Gets a screen Identify your Signer
  5. You get a modal saying Create or Import new seed key > Then the Recovery Key Screen > Verify. Step 5th is not the expected result
