IKS: Streamline Request Processing #4699

Task Description Currently the request processing is tailored exclusively for IKS recovery, however, we would like to expand it for rest of the functionalities available w/ IKS(OTB, Signing etc.). For the same, we should generalise and streamline the request processing mechanism such that it can be reutilised across different functionalities.
