IKS: 2-of-3 config #4741

Based on the scenarios mentioned under #4665, we can enable IKS from 2-of-3(similar to SS) rather than from 3-of-5. Also brings consistency among Assisted Keys.

IKS will therefore be available starting 2 of 3, as during recreation scenario the 3rd key(IKS) would be required for the creation of the Vault itself.

Verified on v1.2.8(363) SS or IKS are available Starting 2of3 Vault.
