Send Max + Custom Priority #4845

Task Description Currently, send max and custom priority are working fine independently but we've to set up a logical flow that combines both of them and enables custom fee for send max.

UI flow for setting transaction priority at send screen before the confirmation screen. The set amount will update/change according to the fee and user's balance
