Task Description Relay's testnet faucet has been down since quite a few days. The Electrum client connection is failing, thereby, rendering the the receive test-sats feature non-functional.

Potential issue: Provided that the same API is working(electrum client connection getting established pretty smoothly) when the Relay is run locally, there's a chance that the public electrum servers have either blacklisted or rate-limited the IP of the deployed development relay.
