Wallet Checkin Changes #3458

Last seen for a user should be updated when landing HS every time

Currently, this is done via wallet check-in. Wallet check-in AS IS needs to be modified as all activities in wallet checkin are not required on HS for the new Login functionality.

The following relay calls should be done by Wallet Checkin:

Fetch exchange rate for user's currency
Fetch BTC exchange rate delta
Fetch transaction fees
Update last seen
