Probably simplest to write in electron.

I've did a simple test with electronjs and photon UI.. It looks really nice, but it turns out it's a very old and unmaintained project. There is a newer version (https://github.com/MauriceConrad/Photon), but I can't get it running.

There is also maverix, which is a bootstrap theme that looks like OSX.

IMHO, it doesn't need to look like OSX per se, but it looks really nice compared to "web themes".
