implements gantt view on project detail page
fixes gantt cell implementation to show start and end confidence (ie: continue the bar if end confidence < 1)
adds end confidence colors

There were some issues with how assignments were displayed:

Note that this was previously working but a lot of changes had to be made to fix a bug and so that functionality was regressed. If the fix for the new bug involves a lot of changes then we should disable assignments from showing, and make a ticket to fix that functionality, on top of what was already done in this PR.
