Added first pass to get block size calculated based on median of last N blocks times M multiple.

I am still in test mode with this merge request. I apologize for this being public, but this is the way we like to doing things. Meaning create a merge request with (WIP) work in progress a long time before it actually is ready. Please disregard this until it gets merged. Again, my apologies, but thanks for taking a look anyway.
