Hetzner deploy #589

Here are the full instructions for setting up a NavCoin bitcore-node instance on a Hetzner Cloud VPS.

I have setup 3 new bitcore-node instances using these instructions and they are currently syncing.

I will PR the new api URL's into NavPay with the patches for the new release and also look to see if i can optimize the failover script to work faster so users don't get stuck for 30 seconds waiting for the request to timeout on the splash screen if the first server it tries is down.
