Propagate Peer 'error' event up from Pool #34

It seems this is useful to be able to catch when using Pool rather than Peer directly.

Coverage remained the same at 91.92% when pulling 146c9630aba0daa5ecb37037373f5d758e710362 on throughnothing:propagate-error-from-pool into bb1ecb3fbc6ba672c6bfb2bb39c609e9a04b88ec on bitpay:master.
