[BCN, BWS] Remove ripple-lib; various XRP imrovements

The bulk of this PR is related to removing the long deprecated ripple-lib dependency.

I also:

• added graceful shutdown logic to the BCN workers
• added a dynamic XRP reserve check to BWS
• added general robustness to the API
