When the bitcoin network backlog is particularly long / fees are unusually high, it would be good for the wallet to reflect that status in a user-visible way.
General idea: when the app identifies that "the network is backlogged", a warning dialog is displayed to the user providing a little information on what is happening, why transactions are slower, and exactly how much longer/higher fees transactions currently require. (Maybe something similar to Uber or Lyft's "surge pricing" dialogs would work well – "fees are currently 3x the average", etc.)
the dialog should provide some basic info/stats, and a button to learn more. The user can close the dialog and somehow still see the status reflected by the app, and can simply reopen it at any time. (It might be a good idea for the dialog to be openable 24/7, even if the network is not congested. It could serve as somewhat of a "network status monitor".)
