Context

This PR adds step-level analytics using go-utils/analytics.

Changes

Add events for downloading the archive and extracting the archive.
Populate the event properties
All analytics-related code is in step/analytics.go

Investigation details

Logged data is verified using the analytics DB (the E2E tests triggered by this PR already sent some events)
