Requires a MAJOR/MINOR/PATCH version update

Context

Print and report effective Ruby version that runs the Fastlane scripts.

Changes

Parse Ruby version string from ruby --version output, for both the plain Ruby setup and the Bundler-based setup
Implement a tracker that logs common properties, as well as the step_ruby_version_changed event.
Update go-utils and go-steputils in the project
