Remove BSIP-40 support for some operations #2482

Since BSIP-40 is not to be enabled on the BitShares Mainnet any time soon, to reduce the compilation time and the size of binaries, we temporarily remove support for unused operations. New operations will be added when we decide to continue BSIP-40 development.
