Wrong footer doc link #7

Currently links to: https://how.bitshares.works/en/master/

But it should link to: https://bitshares.github.io/docs/#/bitshares-core

Otherwise it looks like Q3 docs haven't been delivered.

I have opened a pull request for this link change: https://github.com/bitshares/bitshares.github.io/pull/11

During this change, my IDEs Prettier formatter reformatted the code. I kept it this way for readability. Since this is a simple HTML file, it should not have any significant impact on performance.
