New BSIP or update BSIP60: Referral link standards #246

It could be a good idea to have a standard for referral links so it can work among all the clients. If I'm corrent, currently bitshares-ui is using the r=x scheme, the mobile wallet team is using another, I'm not sure about others.

Having one standard for the referral link is good and every user should have a referral link.
