add create_witness and create_committee_member support to governance plugin #13

Add this 2 commands very similar one with the other. After 1 is done the other is pretty much the same with some small modifications. Trying to cover all the commands in https://github.com/bitshares/bitshares-core/wiki/private-testnet and with those 2 added we will only need propose_parameter_change to complete.
