create testnet version #36

setting up new node to create testnet version of open-explorer.io.

new version of the explorer was created for the testnet: http://bitshares-testnet.xyz/#/dashboard

also branch for testnet created https://github.com/oxarbitrage/open-explorer/tree/testnet

diff between testnet and master should be minimal to be easy to mantain, basically the branch just change the config endpoints, site name and no much more.

found some bugs in the explorer while developing the testnet version that will be addresses in new issues.
