Use python-decouple to create one config file which we can use to see exactly what configs we need to be able to run this app. We should include defaults and handle reduced functionality in the future.
In this PR, just handle....
use python-decouple to read from an .env file
use a config.py that contains all api secret keys to make sure all required keys are easily viewable in one file
don't necessarily break, but report reduced functionality, and report if a given secret key is missing
enforce that some .env file exists.
Run with reduced functionality if locally being tested. FAIL if on prod to prevent deploying a bad build.
