blank lines added to JavaDoc (between description and parameters)
multiple-blank lines in classes reduced from >2 blank lines to =2 blank lines
blank lines within JavaDoc descriptions replaced with <p>
superfluous blank lines removed from JavaDoc
static fields defined before non-static fields
blank lines removed from between field definitions (in the absence of JavaDoc at field level)

class... no spurious newline before {
method()... no spurious newline before {
Style is subjective; there is no right-and-wrong, and these settings are configurable. For now just having a deterministic style applied makes it much easier to address other refactorings.
