OctoPrint plugin manager reports error: "the pip command could not be found or does not work correctly for this installation of OctoPrint" #229

Describe the bug

Original report:

when opening OctoPrint, I noticed none of my plugins were working. When opening Plugin Manager, I see this error: unnamed
