Get started banner shows on every login with a new browser to the web vault

Steps To Reproduce

1. Clear cookies or open an incognito browser window
2. Login to an account created after 2024-04-02

Expected Result

No Get started banner shown every time I login.

Actual Result

Every time I'm shown a Get started banner that reminds me to do 3 things that I've already done.

That Get started banner is pointless when you've seen it a couple of times. And it's event more pointless when you've already done the 3 things it is reminding you to do.

As pointed out in this comment on the Community Forum, this issue will also affect users who do not clear browser cookies, if they have completed onboarding on one browser, but then access the Web Vault on a new device or a new browser (which would present the onboarding instructions anew).

was the account you are using to reproduce it created after or before 2024-04-02?

Because I believe that according to this two lines of the source code, it could be relevant.
