Chrome plugin biometrics not working #11487

Steps To Reproduce

Open Chrome
Click the Bitwarden plug-in logo at the top
In the menu select unlock with Biometrics
Error message appears saying biometrics is unavailable

Expected Result

Open Chrome
Click the Bitwarden plug-in logo at the top
In the menu select unlock with Biometrics
A Windows window pops up asking for my fingerprint
I place my finger on the fingerprint reader
The window disappears and Bitwarden opens in the Chrome browser

Actual Result

Error message appears saying biometrics is unavailable
