Passkey dont work without always allow in every websites permission

Steps To Reproduce

1. Safari-Settings-Websites-Bitwarden Password Manager-For other websites=Ask
2. Remove all existing websites permission for Bitwarden Password Manager
3. go to https://webauthn.io
4. Allow Bitwarden to access webauthn.io(Allow for one day)
5. register a passkey

Expected Result

Biwarden pops up

Actual Result

macOS system dialog pops up to ask for hardware security keys or iPhone
